The complete Zora outfit is quite long to obtain since it is not enough to go buy it in a store like other important outfits in Zelda Tears of the Kingdom. You will have to complete a series of side quests with Yona and Hifumi.
Where to find the quest Endless Remonstrances?
After completing the main storyline in Sidon, Zora’s Domain, you will unlock new side quests there. HifumiQueen Yona’s assistant, will have a very interesting one for you. You will find it in the Zora’s Domain Throne Roomto the left of the former king Dorefah. Currently being told off by Imu, she will be in a panic about the famous Zora Helmet that Yona asked her to find.
The piece of equipment is apparently in a “sky fish”. Does that ring a bell?
Where to find the Zora Helmet?
Yes, it is indeed the fish shaped island that had caused you so much trouble during the Sidon quest. To return there, take the waterfall at the end of Mipha Park simply by jumping with your Paraglider and using your Zora armor to pull it up. Once at the top, you will not see the trace of a single chest on the surface. This is normal, it is hidden under the island!
When you arrive at the top of the waterfall, with your paraglider, immediately go along the island on your left towards the fish tail. On the side, you will then see a cavity where it is possible to enter. The chest is inside as shown in the images below.
